Write an function protect(n) that takes a non-negative integer n as input where n is at most 2 figures. The function determines if n is a protected number. A number is not protected if it contains a 3 as a digit, or if it can be divisible by 3. The function must test if n is protected and return True if n is protected and False otherwise.
