Problem

For most people, the presence of a gasoline or electric powered motor is the primary differentiator between what would be classified as a prohibited "vehicle" in this particular law, and that makes sense because the presence of a motor adds an element of danger that's not present in the other modes of transportation (bicycle, pedal car, RC car). That said, I think we can all agree the law definitely requires further clarification, after all, a bicycle is, by definition, a vehicle. Now, back to the element of danger - What if a person was riding a bicycle through a park and was under the influence of drugs or alcohol? Would the bicycle, in that particular situation, be considered a dangerous vehicle? Granted the level of possible damage would almost certainly be less than say, a car or truck, but there's still the potential for damage nonetheless. Given the potential for this situation to play out, would you now include bicycles as prohibited vehicles within this law?
