Would removing right from bill of rights create precedent

Question: The fourth amendment offers protection against the government forcing citizens to quarter troops in their homes. Often people think this should be removed from the Constitution due to irrelevance. Why is this clause in the Constitution and why should we remove or keep this in the United States Constitution? Would removing a right from the Bill of Rights create a precedent for the future?
