Discussion: Technology Competence and Training via Technology

In part, the article makes the case for technology-based training (e-learning, virtual learning etc.) because workers need technical skills - competencies - to do their jobs.
Workers have to become more adept at using technology to do their jobs, so it makes sense to use technology to train them - or does it?
