However acts of Parliament do not reflect the wishes of the people as voters although the wishes of the individuals that who constitute Parliament at any given time.  Throughout debates on Bills, Members of Parliament express their personal views and finally enact laws on the basis of those views.  Thus they do not hold meetings in their constituencies to ascertain in that what the people's views on Bills are so that they may eventually report back to Parliament what those views are and then vote on the Bills in accordance through those views.
