Why was there a 16 year delay in houston

The Supreme Court struck down the Plessy v Ferguson, separate but equal facilities, when they ruled on the Brown v Board of Education case. The case came before the Supreme Court in 1954. I was a first year teacher in Houston ISD (August 1970)when the Federal Courts ruled that each school campus faculty in Houston Independent School District would reflect the racial makeup of the city -- 70% white; 30% minority instead of busing students and integrating the schools. (A 16-year delay from court ruling to implementation in Houston) The Courts went as far as drawing school attendance boundaries with little regard for neighborhoods.

1. Why was there a 16-year delay in Houston, TX in implementing the Supreme Court ruling of 1954?

2. Has the Brown v Board of Education ruling had a positive impact on society in the U. S.?
