Problem
One argument against emissions charges as a way of controlling pollution is that some polluters would find it cheaper to pay the charge than to stop polluting, even if the pollution is damaging to the public's health. Advocates of the view usually argue that public health is our prime concern. Do you agree? Why or why not? In 1975, 1560 people were killed in the operation of railroads. Another 54,300 were injured. Should we shut down the railroads? Are the two situations comparable?
