Why implementation of prisoners rights been so difficult

Problem 1: The Innocence Network has collectively freed hundreds of innocent individuals, who together have spent thousands of years in prison for crime they did not commit. Considering the extent of the problem, should states be required to provide similar services funded with tax dollars? How have recent court rulings impacted this type of work? What more can be done to free those who have been wrongly convicted?

Problem 2: Why has the implementation of prisoner's rights been so difficult for the courts?

Problem 3: Consider an offender who lacks a high school diploma, has mental health challenges (i.e. ADHD and Anxiety), low economic status, and a history of parental incarceration. What programs do you believe could be developed that may rehabilitate or alleviate the offender's challenges?

Problem 4: In some prisons, incarcerated individuals receive excellent care. Is it fair for them to receive better medical care than many citizens in the community? If not, how should we determine what level of care they receive? Should incarcerated individuals have to pay for the medical care, their food and board and other services? If yes and they do not have the financial means to do so, then what?

Problem 5: Is it exploitation of incarcerated persons for prison industries to make large profits but pay incarcerated persons so little? Why or why not? What criteria do you believe an offender must meet to work in prison industries?
