There was a seminar about modern piracy held in Singapore in 1999 by IMB. Captain Jayant Abhyankar, Deputy Director of the IMB, and Captain Noel Choong, head of IMBs PRC both implied that violence has always been the characteristic of piracy through out the time. Their tactics did not change much, though modern technology made them smarter, faster, and greedier. Why does piracy exist in past and present? Why are (were) pirates difficult to eliminate? What to you think about pirates as moder-day Robin Hoods? Who are receiving benefits from piracy robberies?
