Problem: For the most part, California Law Enforcement has been ahead of most issues in policing. One of the first states to hire women as police officers, along with being progressive in making departments more representative of the communities they serve (Race, Religion, Language, LGBTQIA rights, etc;).
They have also been more accepting to social training and use of technology, along with instituting body cameras and in vehicle cameras and requiring higher levels of education for hire and mandating Implicit Bias Training for all employees on a recurring basis.
Why do you think California is so far ahead of the curve when it comes to their Officer's understanding social issues on a greater scale than most of the United States? Not to say California has not had their share of problems, but they are trying to avoid having those occur.
