Why decision to send a child to daycare can be difficult

Problem:

The decision whether to send a child to daycare can be very difficult. Economic hardships and the financial necessity of both parents working can add extra weight to an already difficult decision.  Even when the decision to send a child to some form of daycare is easily made, it can be a challenge to find a daycare that matches the qualities we look for in good childcare, at an affordable price.

This can be made even more difficult depending on where you live.  Daycare and parental leave policies vary considerably around the world. There are very few government policies in the United States that provide support in these areas. Describe and justify what you think would be the best federal policy for high-quality daycare and maternity/paternity leave.  Keep in mind issues like affordability and quality of care.
