Why colorado used donkeys extensively in coal mines

Assignment task:

Back in the old days, miners in Colorado used donkeys extensively in coal mines. One day, Miner Olson took his donkey up from the mine in Cripple Creek for some fresh air. Miner Olson decided to get a drink at the Brass Ass with his donkey. Miner Olson got drunk and brought his donkey to the second floor, where there was lots of dancing. The dance floor got really packed as the night grew on, and Miner Olson and his donkey accidentally fell out of the window! Thankfully, they were not hurt, and no pedestrians were injured, either, although one pedestrian was really scared at the sight of Miner Olson and his donkey falling out of the window. The Colorado State legislature took notice and enacted the following bill: It's extremely dangerous to bring a donkey to the second floor of a building because the donkey might fall out the window and kill someone; plus, it's hard to get the donkey back to the first floor because donkeys don't like going down stairs. Therefore, anyone who brings a donkey to the second floor of a building shall be prosecuted in the nearest County Court. The punishment shall be a fine of $500 and six months in prison. The governor sees the bill and says, "Wait, what? We already have too many laws. Is anyone ever going to bring a donkey up to the second floor again, after what happened? I'm not signing this!"
