Instead, overseas Chinese networks have positively contributed to the rapid expansion of CIs around the world as they provide human resources and help implement CI projects in foreign institutes. As a result, in some communities, 'it is the overseas Chinese, rather than foreigners being the biggest Chinese learning population'.
