Problem:

The Chicago Police consent decree was a court order that advised the CPD to change its policies, training, practices. This ensured that their policies remained constitutional and resulted in effective policing. The issue was brought into consideration because of federal investigations that were found that stated the CPD routinely violated the constitutional rights of black and latino chicagoans. The decree was prompted in 2017 and later took into effect March 1, 2019. This mandate is connected to social class, race,  and crime in Chicago because of how visibly diverse the city is. More areas are prone to more crime due to lack of resources for their community. Resulting into more crime being committed and so happen to having a demographic of black or latino chicagoans. Areas with more resources for their citizens are subjected to less crime happening in their areas compared to others that don't. With this knowledge, law enforcement have the opportunity to incorporate biases and stereotypes into their reasoning to treat a certain group of people a certain way. Their excuse can be because of suspecting a crime, criminal description aligning with other people in the area based on ethnicity, and crime rate in the area. Those reasons can back up their actions even if it's unjustly.
