I think it is unfair to point the finger at any one country (Government) or individual to take responsibility for greenhouse gas emissions, but I do believe in implementing a standard for the world collectively to abide by. We are all on this earth together, and I think human beings are so used to separation and segregation that the "big picture" is lost in the battle over who is more powerful. Each government wants to place blame on others by implementing a "historic responsibility" which states if you emit more greenhouse gasses than your neighbor, you have a greater responsibility. Climate negotiations are still underway and there is really no way to calculate the amount of emissions from one group to another. I believe it is and always has been the government's responsibility to set regulations across the board for all to follow, these gasses are due from production of goods that we all utilize so I believe it should be split evenly worldwide. I also believe that individuals also have a personal responsibility to understand and recognize their own footprint and make adjustments to their lives to at least make an effort to decrease their contribution to the destruction of our environment. In order to encourage individual to reduce anything in life there always needs to be some type of incentive, if the government figured out how to give a tax credit to households that make an effort to improve energy efficiency (examples would be purchasing a fuel-efficient vehicle, residential solar panels, making your home "green" certified) I really feel people would respond and help contribute and be a part of this movement if they had something tangible to gain, unfortunately a "clean" environment isn't enough to make people participate on a level where we could actually make a difference.
