The Federal Emergency Management Agency (FEMA) defines Emergency management as "the managerial function charged with creating the framework with which communities reduce vulnerability to hazards and cope with disasters." This differs from the Department of Homeland Security (DHS) as its mission is to "secure the nation from the many threats we face" (DHS, 2018). DHS was formed in 2002 following the September 11th terrorist attacks to improve security within the United States ("How are Homeland Security and FEMA Connected," 2020). While there was a need for national security before the September 11 attacks of 2001, the Commission on National Security expedited the formation of the department to respond to not only terrorist attacks but also to natural disasters and accidents caused by man-made systems("How are Homeland Security and FEMA Connected," 2020). Separate from the Department of Defense (DoD), which is responsible for protecting the nation by overseeing military action, the DHS works with civilians living domestically to protect the nation ("How is Homeland Security and FEMA Connected," 2020).Homeland Security has five different responsibilities which include protecting the American people from terrorist threats, securing our borders, facilitating legal immigration, developing a more urgent sense of readiness, and unifying the DHS."While the specific roles in the homeland security field are highly varied, the one thing industry professionals all have in common is that
