I. Granularity. Are the instructions detailed enough such that a reasonable operator at the skill level you described in your proposal can complete the activity? The common way of interrogating this concept is "Will the user get lost between steps?" Likewise, are the instructions overly detailed such that the user is frustrated with the instructions and has to skip through them to get to the information they need. An example is a recipe blog that has too much backstory or detail on obvious steps (e.g. how to boil water) when the user really just wants to get to the essential details of how to cook the food.
II. Hazard communication and recovery. Have you anticipated where the user can go wrong and expose themselves to hazards or an unwanted outcome? Where can a user get completely lost or frustrated? Have you attempted to provide a method where the user can get "back on track" and recover from an error or frustrating development in the process?
III. Write-up on target audience and user needs.
