Problem:
The current political environment can have a big impact on virtually any type of policy in the United States, Including homeland security. As was seen shortly after 9/11, and after large natural disasters such as Hurricane Katrina, when the public clamors for change in policy. it usually gets done. The events of 9/11 in particular led to a host of changes that have, by most arguments, both made and kept the country safer. However, many feel that a lack of such an event over the past 10-plus years has removed the public's interest in renewed homeland security efforts. What would you suggest to keep the public's interest at a high level, without having the country experience another large-scale attack or natural disaster? Is it even possible, or is this just a reality that must be endured?
