What would mean god could have commanded something

Problem:

Good actions, like giving to charity, can't be good just because God commanded that they be good. For that would mean God could have commanded something awful, like acts of murder, to be good. Also, it is a fundamental religious principle that God is good. This is meaningless, if literally anything God does is good, simply because he does it. Rather, God must have commanded good actions because they are good. So there must be a standard of goodness that is independent of God's will. What claim also supports the premise "Good actions can't be good just because God commanded that they be good"? If this were true, a fundamental religious principle is meaningless. If this were true, God would not be good. If this were true, there would be no independent standard of goodness. If this were true, God could command that charity is bad. If this were true, good things would not be good.
