Problem
Providing free health insurance to low-income individuals may increase health care access, and thus improve objective measures of health (e.g., blood pressure, heart rate, blood sugar levels) among low-income individuals.
1. Why can't we test this hypothesis by simply comparing the objective health measures of low-income individuals who have free health insurance to those who do not have free health insurance? Explain.
2. What would be a better method to credibly test this hypothesis using quasi-experimental methods? Explain.
