Yes, I do feel that the Quadrennial Homeland Security Review that was created in February 2010 does effectively outline the strategic framework and that it does serve as a guide for the participants in homeland security towards the mutual goal of proving a more secure and safe Nation for the Americans. The reason I feel that the Quadrennial Homeland Security Review is effective is it because provides a vision for a secure homeland, it focuses on the homeland security mission key priorities, it outlines the goals for the missions as well as provides the necessary steps that need to be taken to attain those goals and it requires the collaboration from other departments to ensure that the mission of those goals will be attained.
Having a more secure and safer homeland is more than just safeguarding against terrorist and future terrorist attacks, to have a secure and safe homeland you must also be able to include that the liberties of all American being ensured, privacy must also be protected and the way in which the Americans work together with other countries through lawful immigration, trade, travel, exchange and commerce must be secured. The valuable elements of the Quadrennial Homeland Security Review is the it ensures and works toward the vision of having a secure, safe and resilient security against not just terrorism but towards other hazards making sure that the liberties of all the Americans is the forefront of its goals.
The difference between the 2007 and 2010 Quadrennial Homeland Security Review is that the 2007 Quadrennial Homeland Security Review was created because the Department of Homeland Security amended it to include the Implementing Recommendations of the 9/11 Commission Act of 2007and the 2010 Quadrennial Homeland Security Review was created to include consultations with the Federal Government, state, tribal, local, territorial governments, academic, private sector and other institutions in regards to specific strategic planning changes for a more secure Nation that focused more on collaborative departmental strategic planning.
The specific policy differences were to focus on enhancing security to help prevent terrorism, managing and securing the Nation's borders, administering and enforcing the Nation's immigration laws, securing and safeguarding cyberspace and strengthening National preparedness and resilience. These focuses affect emergency management at the local level because it is going to require more responsibility at a local level in collaboration with the government to help apply and thoroughly carry out a more efficient and effective approach to attain the goals of those missions. The government needs to collaborate on a local level to be able to handle the daily work that is going to be required.
