What voter turnouts does not enhance democracy

Problem:

Reword this: I believe that the lower voter turnouts does not enhance democracy. While it is up to voters to show up and vote, I feel that the government should be facilitating more conversations about voting and our say as the people when it comes to our say in the government and how we feel it should be ran. I don't believe the Texas Constitution should be changed. I hold this belief because the constitution itself is working as it should and if any amendments need to be made, more conversations should be held about them, and they can make significant changes if need be. I approach this with a 'if it isn't broken, don't try to fix it' mindset, and the Texas Constitution has been working for quite a while without seriously dangerous or intense conflict.
