Problem:
The way the system responds to protective orders and the police response to domestic violence has evolved over the years and you can look at the response from three different angles. Initially, the police intervened in very few domestic related cases and these were taken care of internally to the household or by a third party, like a relative. Also, early on the police did not really want to get involved in family disputes and there was a strong desire not to make arrests. Lastly, there has been more emphasis on arrest.
