What should be the primary goal of the police and how should police agencies ensure that the goal is met?

Please do not write the same paragraph , I just put it to get an idea.
EXAMPLE OF THE ASSIGNMENTS:
I believe the primary goal of the police should be to help ALL people and to follow the rules of the law. I think it can be very frustrating when I, a female, can cry and get out of a ticket but, my boyfriend says he is going to the hospital to visit his grandmother and that's why he's speeding and get a 200 dollar fine.
I think if the police let go of their biases and stereotypes and learned to have a powerful yet comforting presence instead of a powerful scary presence people would not be as mouthy or disobediant.
Not to say, the police deserve to be bullied or treated poorly but, I do think that if they respected the people then the people would respect them back. I also think in this world of extreme police brutality it's not only the police fault but also our fault for letting them think they can do whatever they want. They are technically "the law" but they commit crimes too and are not any better than anyone else.
I think they could meet their goal of respecting others and helping all individuals by having to attend mandatory workshops where they work on their attitude and ways to approach the people. I also think they could complete this goal by the people being able to report their behavior and actually being held accountable for what they do and how they treat the people they are supposed to "serve and protect".
