What seem like the most likely explanations for great crime

Problem

The UCR shows huge increases in crime from 1960 to about 1990. In contrast, UCR records show that crime rates have been dropping steadily since 1990. There are many explanations for the "crime rise" (1960 to 1990) and for the "great crime decline" (from 1990 on), but criminologists often disagree about how much each of these really mattered. Based on the material from lecture and reading, what seem to be some of the most likely reasons for the great crime rise from 1960-1990? What seem like the most likely explanations for the great crime decline from 1990 to present day? Do some factors seem like they may have played a bigger role than others? Also, are there other potential explanations that weren't discussed that could be important as well?
