This is a direct quote from the February 25, 2007 Commercial Appeal: "An attack by two pit bulls being used to guard an auto repair shop tore off a Memphis man's hand and left him critically injured. The incident has raised the issue of how best to protect people against dogs that may turn vicious. Some have suggested bans that would restrict ownership of a particular breed of dog, such a pit bulls. Others question the effectiveness of breed-specific bans, preferring other strategies instead-strengthening criminal penalties for owners of dogs that injure or threaten someone, for example, or requiring that high-risk breeds be kept behind tall fences or in other secure enclosures."

Address these two issues:

1. Do you think pit bulls are inherently more dangerous than other breeds of dogs, or is their temperament determined more by the way they're cared for and trained?

2. What public policy measures are needed to protect people against dogs that may be dangerous? This may be your opinion but a minimum of one web article must be cited.
