These concerns arise from, many flows of data across the health care system between and among providers, payers, and secondary users, with or without the patient's knowledge its consider a HIPAA violation. There must be agreement between these organizations to share information for mainly purpose of caring for the patient. Implementing safety and security check up regularly its a must to maintain system up to date and properly working to safeguard important and vital patient information.

There must be goals in achieving security, validity and security of HIE information by first allowing authorized users to quickly and accurately exchange health information to enhance patient safety and improve efficiency. It is the primary responsibility of the HIM professional to balance the patient's right to privacy with the need to allow access to health data for healthcare purposes. They must possess the knowledge and skills to add value and to the effective planning and implementation of HIE when ensuring compliance with the HIPAA privacy and security knowledge of collecting accurate and timely health data across multiple organizations and the integration of new technology in healthcare delivery system, will ensure data integrity, validity, and security. Updating the security system must be consider, strategies like comprehensive penetration and vulnerability testing can help against advanced attacks.
