Problem
• Should outside military intervention trump a country's sovereignty in the face of human rights abuses by that country's government? In other words, is it acceptable for other nations to violate a country's sovereignty and intervene militarily if that country's government is engaging in human rights abuses?
• What level of human rights violation would (or should} justify the intervention of other countries in the internal affairs of a sovereign state? Who can legitimately judge the level of violation?
