The integrated baseline review (IBR) is probably the least understood program or project event in acquisition management. Based on your reading assignments, address the following issues with respect to IBRs.
a) Why are IBRs so important to the process of establishing a performance measurement baseline?
b) Who attends the IBR?
c) When is the best time to conduct an IBR during the project or program life cycle?
d) What is the consequence if an IBR is not conducted?
