The chapter describes a doubling in the rate of teenage volunteering between 1989 until 2005, attributing part of that increase to school service and service learning activities. This pattern of non-voluntary volunteering is also reflected in the data around caregiving, in which close to half of all caregivers report not doing so by choice. If we accept that volunteering is an exercise in civic engagement, what does it mean to be forced to volunteer? Does this type of volunteer still increase civic participation? Does it create a sense of responsibility, or just a burden?
