"Doctor shopping" is seen all too frequently in my home state of Louisiana, where Medicaid is frequently abused. However.... government officials have set laws to prevent this, monitor it carefully, and arrest individuals who commit fraud.
Louisiana and other state laws require that individuals must report if they have had a controlled substance prescription filled in the last 30 days. If this is violated, the individual can and will be arrested and charged. The link below explains this law in the state of Tennessee.
