Problem
The following statement from the juvenile trial court judge's resolution of the case is quoted in the Washington Supreme Court's opinion: "From my experience in my eight, nine years on the bench, it's my belief that the so-called juvenile justice system is a paper tiger and it's not going to be much of a threat to (K.R.L.), so I don't think there is a whole lot to protect him from." What did the trial court judge mean by this? Do you agree? Why?
