Strategy for Developing a Balanced Scorecard
Response to the following problem:
A company is interested in developing a Balanced Scorecard approach to evaluating and enhancing its performance. It is looking at two ways of accomplishing the task. The first is for top management to develop the scorecard and impose it on managers throughout the organization. The second is to involve managers, customers, and other stakeholders in a grassroots approach to determine what cost, quality, and time factors should be measured.
Which of the two approaches would you recommend to the company?
