Problem
The Children authority is contacted by the primary school principal, Ms Hayes who has received information from one of her student that she was sexually abused by her step father.
The student Jenny is 10 years old and indicated that for the past three years her step father has been sexually abusing her.
Children Authority contacted Jenny's mother, Betty and found out that Jenny knew of the abuse but was afraid to report it as the abuser threatened to put her out of the home and stop giving her money if she reported the matter. Betty is the mother of three children, two boys, age 14, and 12 and one girl Jenny, 10 years. The three children are of three different fathers. None of the fathers support the children. Three years ago Betty met her new fiancé. Betty present fiancé supports the family but under the condition that he have sex with the young daughter whenever, he wants. Because of Betty financial instability she agrees to the offer. She indicated to children authority that she wants to leave the relationship but has nowhere to go. Betty is also unemployed,
