The concepts of problem orientation and community policing have equal importance but are very different strategies and should be integrated. Community policing is thought of by the uninformed, to be a tactic but it is a philosophy where all aspects of the delivery of police services are equally important. The concept does, in fact, tend to reduce the issues such as police brutality. Many departments will present themselves as devoted to community policing because they have a bicycle patrol, or citizen's academy. Those are "things" or tactics not a philosophy.
