Using the book by Hanlon (and his co-authors) Introduction and chapters 1 and 3; plus the articles by Atkinson and Tepperman, address the following questions:
i. What are the potential benefits of international assistance programs that give money directly to the poor instead of going through thick government bureaucracies?
ii. What are some of the potential problems of this method?
iii. How has this approach worked in Brazil? Were there any problems?
iv. What are some of the practical policies Atkinson argues for as a way of reducing economic inequality?
