Your task is to figure out how to allocate $500 million to keep the largest possible number of people healthy in the coming year from the 15 available options (see the attached cards). Please note that the cards are all-or-nothing--you can't decide to build just one hospital or spend half the money on vaccines just to cover half of the intended population.
You must stay within budget and reach a consensus in your group.
