Hello class,
There are certain underlying trends and characteristics that affect the environment for legislative deliberation on the budget. These include the following: the role of legislative as first and foremost, a representative body; trends in how legislators are selected for their jobs; the movement toward limiting legislative terms; and the deep partisan divides that have developed throughout the country" (Lee et al., 2021, p.244) . Limiting the amount of time the legislative body is able to make budget decisions puts a strain on the budget process overall. As stated in the text the legislative branch is becoming more diverse. Having a diverse community can be beneficial in many levels but that does not mean each person sees the benefits. The different opinions can cause it hard to communicate and compromise, thus extending the budget process.
The factors that constrain and also influence the legislative body's budgetary deliberations include the different levels of government and the ways they make their budgeting decisions. As stated by Lee et al., on the state level ,there are states that make the deadline in budgeting decisions while there are others that do not. Although, most states would agree budgeting is important because how else can you effectively run your state without doing so, there are some states that do not meet the deadline.
"Under the Affordable Care Act, most legal residents of the United States are required to obtain health insurance or pay a penalty"(Congressional Budget Office, 2014).Lee et al., discusses the difference of opinions from the parties when it comes to Obamacare . The republicans did not agree to the Affordable Care Act and believed it to be unjust for some citizens. " Democrats in contrast , have been reluctant to cut spending and have been very protective of social safety net programs and public employees unions , both of which tend to be supported by core Democratic constituencies"(Lee et al ., 2021, p.247). The Affordable Care Act is tempting to many individuals who are in need of insurance that will not cause their pockets to suffer while seeking health care. This particular program was influenced because who doesn't need health care that is in their budget.
