Problem: The Waxman Report that deals with a legislative effort (Chapters 3, 4, 5, 6, or 7 of the book). Please assess the effort in the chapter 5 you choose using the frameworks we have learned and reviewed in this course: (1) The "4 P's" framework (how people, power, process and politics interact to make a legislative effort successful or not); (2) The "Lens 2" framework (how substantive, theoretical, economic and operational factors affect how a legislative effort is assessed and carried forward (or not). Please point out what aspects of the above frameworks you see in Waxman's recounting of the legislative effort in the chapter you are writing about. Where applicable, please feel free to draw in insights from other works we have studies this quarter to support the arguments you make.
