You are an international regulatory consultant. You have been contracted by the Government of Assessistan, a newly formed independent country. The Government of Assessistan is keen to attract international business, which will help in developing the state economy and promoting the country to the global community. The government has narrowed their options to two main areas for consideration. These are:- Tourism, or- Financial Services
As they have little experience in either area, they have employed you as an international regulatory consultant, together with an international tourism consultant to provide additional information to help them with their decision making.They have requested that each of you submit a report. Your report will form the basis of their decision around which of the two options to select. They can only afford to implement one of the strategies so want to be sure they have made the correct choice. If they select financial services based on your report, you will also be offered a lucrative on-going consultancy role within the new financial services regulator.
In order to better understand the financial services environment, the Assessistan Government has requested your report addresses the following areas:
a) The main regulatory structural models available. The Government wants you to describe and critically evaluate the four main methods of financial services regulation employed across the world, before making a recommendation on which regulatory system they should select, providing clear reasoning to support your selection. It specifically wishes to understand:- what regulatory options are available to them; and- the particular strengths and weaknesses of each, particularly with reference to a globally systemic event.You have been requested to support your response with examples to illustrate the points you have made.
b) If a well-regulated financial services system is created for Assessistan what do you perceive as the main benefits and potential threats? Why do you draw these conclusions? What can be done to support/mitigate against them? You should consider issues both within the country as well as any external inter-relationships on a global scale.
