Two emerging agricultural diseases

The following contain information regarding two emerging agricultural diseases.
The first is a NPR broadcast (or transcript, if you prefer) regarding an aphid infestation in Afghanistan's poppy crop. Damaged Poppy Crop To Benefit Taliban (https://www.npr.org/templates/story/story.php?storyId=127006087) It is an interesting article from the standpoint that there was an unexpected (and very undesired) outcome from the infestation.
The second is information from the U.S. Department of Agriculture's (USDA) Animal and Plant Health Inspection Service (APHIS) with respect to the newly emerging strain of wheat stem rust called Ug99. APHIS Plant Protection and Quarantine (Black Stem Rust FAQ)

Please briefly discuss your views on how (or if) events involving such naturally occurring agricultural diseases/infestations differ from possible outcomes for an agroterrorism attack.
