When change happens, people want to know why. They would also like to know who is benefiting from the change. My previous director would implement change to either benefit a particular employee or herself. It never appears to be for the greater good/whole of the organization. She would often apply double standards when implementing change - in other words, what's good for the goose was not good for the gander. It was a very difficult environment to work.
There are ethical issues when implementing change that should be considered.
a. Achieve positive results without violating organizational, legal, or established standards
b. Motives
c. Impact upon various stakeholders
