1. The WBS provides a checklist structure within which she can shape the dialog and get the participants to address each issue needing attention. It would also allow the prioritization of critical tasks while noting important and less critical concerns identified by parents and other participants. The result would be the ability to address the project steps, resources, timeline, and enable the tasking of "owners" within the project to work sections toward completion.
2.The State Olympic Development Program may have other WBS's that have been successfully executed - and enable a process that directly interweaves with both the Hampshire Soccer Association and the Granite State Girls Soccer League. Nicolette can contact these and other soccer clubs in New England that have hosted soccer tournaments to help her develop a better WBS for her tournament.
3.The WBS allows all work packages that require funding to be looked at as a whole, and break out work that is no cost (volunteer, sponsored). This information is useful for many reasons. One benefit to packaging smaller sections of cost may increase fund raising efforts where corporate sponsors can be approached to sponsor a section of the overall tournament at a manageable cost, and enable smaller businesses to be approached for this sponsorship. An accurate budget will allow Nicolette and her task force to manage cost estimates for the tournament - to help them keep it within budget.
