Two routes connect a suburban origin and a city with performance functions given as:

with travel time t (in minutes), and route volume x and capacity c (both in kvph). Current route 1 and 2 capacities are 4.0 and 2.0 kvph, respectively. The routes are currently in user equilibrium. A reconstruction project on route 1 reduces capacity to 3.0 kvph, but total travel demand is unaffected. Field studies note a 35.28 sec increase in average travel time on route 1 and a 68.5% increase in flow volume on route 2 after reconstruction begins. If both routes are always used, estimate equilibrium flows and travel times before and after reconstruction begins.
