President Donald Trump order the attack on Syria was an efficiently since only 23 of the 59 missiles had hit their target (Savage, 2017). The secretary of State Rex Tillerson believes the President Donald Trump made the wrong decision on attacking Syria (Savage, 2017). According to the author, Tillerson and Nikki Haley, the U.S. ambassador to the U.N. blamed Syria for the chemical weapons attack but the victims included 25 people the United States should not take any revenged and have communication skills (Savage, 2017). The president is commander of the of chief of the army, but only Congress declares war and when congress is making a law and the president don't agree Congress can still overrule him (Berger, n.d). Congress is the most powerful branch of the government and can throw out or impeach the president (Berger, n.d). For example, Congress can declare war on a state and send troops while the president can only send troops and they have to come back in 60 days and has to tell congress of the action (Bill of Rights article, 2018). The president can't abuse their power to make laws or policies affecting the Constitution Bill of Rights and go beyond the Congress.
