To see the impact of behaviour, on the policy agenda and outcomes, which is generally not apparent, one way is to focus on the basic factors, which keep its influence hidden. This raises a question; if the manipulation of a policy instruments, as stated above, with a view to win an election, does not have a significant impact on the policy outcomes, how does it affect the elections?
