Tendency of eyewitnesses to refuse helping

Scenario:

“Powerless school girl raped and killed- A violent and atrocious crime has been committed throughout the early hours of the evening in crowded city of New Park, in west Ruritania, a Far East country. Police describe the scene as extremely horrible as the clothes of girl named G.P were torn and several stabs and cuts found on her abdomen. The forensic experts have estimated the time of death to be between 6:30pm and 7:30pm.

Till now, three men have been arrested following preliminary investigations in this case. But, the most disturbing fact remains that at that time of the day, hundreds of commuters were on roads, either returning home or doing some last minute shopping. The police believe that there must have been numerous eyewitnesses to this crime. Unfortunately, no one has reported having seen the crime. Word of mouth accounts relate that this girl could’ve been saved but no one intervened and the victim was simply left to die. This has created much public controversy. Police officials have confirmed that investigations are going on and have refrained from providing further information.”
