Problem
Min Jee teaches a small group of children ages 2 to 5 years who are gathered from several class groups at the end of the school day. The children are involved and busy, and she notices with pleasure that Katherine is drawing with marking pens. Katherine usually spends the end of the day alone in the book corner. Min Jee watches as Katherine carefully outlines a figure of a girl in a pink dress who has curly hair just like her own. Min Jee encourages Katherine by saying softly, "Tell me about your picture". Katherine pauses and then speaks slowly, "This girl is a special princess. She has a beautiful dress, and she likes to dance." Then Katherine looks intensely at Min Jee and says very solemnly, "But I smell and I 'm dirty." Leaving her picture on the table, Katherine gets up and walks to the book corner where she curls up against a pillow.
Min Jee is concerned to see Katherine as other children do not want to sit beside her because she smells bad. Min Jee is also concerned about Katherine's oral hygiene and decided to call Katherine's mother for an appointment. But Katherine's mother responds by saying, "That girl is always causing me trouble. She's just too dumb to brush her teeth." Min Jee reflects on all these observations and decides to call child protection hotline services to report child maltreatment due to neglect.
