It is necessary for educational institutions to acknowledge and safeguard the free speech rights of all students. This entails creating an environment in which individuals are free to share their thoughts and viewpoints without the fear of being punished or stifled. This not only promotes critical thinking but also makes it possible for a broader exchange of ideas, which is essential to the expansion and development of any educational institution. By allowing people to express themselves freely, we can promote greater understanding, learning, and progress. 

The principle of free speech is vital to the successful operation of democratic society. Individuals can communicate their opinions, beliefs, and ideas without fear of censure or retaliation, which is the foundation of academic freedom and makes it the cornerstone of academic freedom. For example, African Americans and members of other minority groups fought hard during the civil rights movement to achieve equality in social, political, and economic spheres of society. During this time period, activists made their views heard through demonstrations, marches, and other forms of public expression like writing and art. These people would not have been able to voice their opinions or advocate for change if they did not have the right to free speech to defend them. For instance, in 1963 Martin Luther King Jr. was able to give his now-famous "I Have a Dream" speech, which was essential in galvanizing the civil rights movement and inspiring a nation. This speech would not have been conceivable if people did not have the right to free expression.

A significant amount of reliance on free speech can also be attributed to the LGBTQ movement. This movement has advocated for greater acceptance and understanding of the LGBTQ population, and it has been mainly successful in doing so. It has also battled for the rights of persons who identify as LGBTQ. People who identify as LGBTQ have been able to voice their opinions and advocate for their rights thanks to free speech. Additionally, it has made it possible to create secure environments in which people can gather together to talk about their personal experiences and offer support to one another. Without the right to speak one's mind, these gathering places would not be conceivable, nor would the advancements that have been accomplished in the LGBTQ movement.

In addition, universities have a special responsibility to encourage a discussion that is both open and respectful when it comes to debating contentious or delicate subjects. Universities can help to enhance critical thinking abilities and enable the interchange of ideas by helping to create places for discussion and debate. "Colleges and universities should stress the means they use best - to educate - including the development of courses and other curricular and co-curricular experiences designed to increase student understanding and to deter offensive or intolerant speech or conduct" ( AAUP) However, it is essential to emphasize that even when people are expressing their constitutionally protected right to free speech, they should do so in a manner that is courteous and does not aim to do harm to other people. This is crucial to keep in mind.  How would the highlighted part be regulated?
