Hot, Warm and Cold (H, W, and C) sites are subject to the classic make/buy decision: Should the firm contract with an outside provider or provide this capability internally? There are a number of items that should be taken into consideration? What are they, in your informed opinion, and how would or could they vary by type of site needed? What would make you contract with an outside provider for a hot site but maintain a cold site internally? Conversely, what would make you contract with an outside provider for a cold site but maintain a hot site internally? Are there any guidelines or tenets that you think should guide this decision?
